EDUCON role: Expert support to SMEs Labour Market Survey and design of the Labour Market Information System

Description: The assignment included, design and implementation of a Labour Market Information System (LMIS) survey for the specific context of Turks and Caicos Islands (TCI). The core is design of the database and development of database management process, including standardization of survey for the labour market needs (actual and prospective) in consultation with the Ministry of Education and Ministry of Border Control and Employment Services (MoBCES), in cooperation with Statistics Department of the Ministry of Finance, Investment and Trade (MoFIT).

SMEs Labour Market Needs Survey in Turks and Caicos Islands, is an employers’ survey with the objective to examine the on-going skills mismatches in the economy. The Survey examines the qualitative skills mismatch in TCI, and has involved a number of partners in its preparation and implementation. It is one of the largest employers’ survey undertaken in TCI. The survey covered 102 companies, that employ 11,325 people, which is about 50% of the total employed population in TCI.

Description: Improvement of the institutional capacity of İŞKUR (Agency of Employment of Turkey) provincial directorates to deliver better public employment services in 43 provinces within “Model Offices” through 
renewed Labour Market Information System of İŞKUR, elaboration and conceptual design of a model to monitor active labour market policies to increase efficiency of active labour market measures, using ICT to ensure better functioning of the Provincial Employment and Vocational Training Boards to envisage, implement and monitor tailor-made employment policies in 12 NUTS II regions and ensure increased access to the services of İŞKUR.

Services delivered included support to IT related issues for improvement of the e-Government services, management of a team of experts for further development of Labour Market Information System of İŞKUR (Agency of Employment of Turkey), development of Web Services offered to job seekers and employers, development of new Internet Portal for the institution, testing of improved and newly developed applications modules and systems, Providing services to ensure implementation of software quality standard in İŞKUR based on CMMI (Capability Maturity Model Integration) model, development of indicators and system for monitoring the impact of ALMP (Active Labour Market Programmes) provided by İŞKUR.

Description: Support to development of Labour Market   Information   System (LMIS) to be to facilitate the implementation of the Bosnia and Herzegovina Employment strategy; data reporting system on employment and labor statistics developed to facilitate planning, monitoring, forecasting and reporting purposes, targeted software for LMIS developed and staff trained to apply it. Services included: mapping of existing functionality of LMIS, key gaps identified and addressed to ensure reporting the data in accordance to main employment trends and issues, software developed for the set of information to be collected horizontally and vertically, including some cross-cutting issues with other sectors (health, education and social welfare). Development of Labour Market Information System (LMIS) and Reporting System on Employment and Labour Statistics; Analysed the existing LMIS; Prepared technical specifications for hardware and software according to PRAG rules; Designed the network and hardware infrastructure; Designed the web-based application; design and maintenance of the database; Testing and trouble-shooting of all components of the system; Monitored the installation of the hardware and appropriate system software; testing of the overall system; implementation of the national LMIS; Delivered training courses and workshops and developed manuals for end users of the LMIS in two institutions: the Agency for Labor and Employment and the Ministry of Civil Affairs – Department of Labor
