Monitoring of the social benefits of the citizens and other social issues which are part of the portfolio of the Ministry of Labour and Social Policy. Design and development of solutions for improved facilitation of information exchange between relevant actors involved in social activities, provision of analytical tools for analyses of the collected data and support creation of statistical reports in line with international practices.

EDUCON role: Support to Social Security Information System

Description: improve the system, services and professional capacities of public institutions in delivery of social inclusion services of disadvantaged groups and promotion of equal opportunities in the labor market. Component 3 Upgrading of the existing IT Monitoring System and Networking, is focused on database and software review, upgrade, testing and implementation of new functionalities. The software supports the work processes related to the services provided for the persons from various social risk groups at the Centers of Social Work of the Ministry of Labor and Social Protection. The upgrade of the system includes modifications in existing and adding new software functionalities, improvement of performance of different parameters of the IT system, review and modification of the user roles matrix, aiming for increased efficiency of the institutions at the operating level in the area of social protection and increase system control and monitoring of the services provided to the disadvantage groups.

The following services are delivered: upgrading of the existing IT monitoring system for recording non-cash benefits which the Ministry is providing to people with disabilities; development of “Functional Specification“ document; preparing the “Design document”; producing a “System Implementation Manual”; leading and managing team of software developers; development and implementation of a Testing Plan of all functionalities of the new system and preparation of a Test Result reports; preparation of users manual and training of end users, analysts and administrators; organizing helpdesk support. Required services also include facilitation of information exchange between relevant customers and actors involved in social activities, provision of analytical tools thorough analyses of the collected data and support creation of statistical reports in line with EUROSTAT requirements.
